What makes NYC so special?

I bought a gallon of milk some days ago. Just like most (but not all!) food products here in the US, it has some expiration date. Some of those expiration dates are “best before” dates (which means that you should use it before the given date) while others are “sell by” dates.

My milk bottle had one of those “sell by” dates, but it was somehow special. Look at the right-hand side picture! It has different expiration dates for different states!

There is also a little note on the front tag of the can. It says:

When offered for sale in NJ, not to be sold after date indicated. When offered for sale in NY City may be sold until midnight of date indicated. Keep refrigerated.

Why on earth does the milk expire one day earlier if it’s sold in New York City? Does anyone have a clue?
I’ve written an email to the Cream-O-Land folks, maybe they’ll tell me about it.

Update: The mail to Cream-O-Land was not delivered. The address they give on their website does not exist ( I’ve forwarded my request to their HR department.
